第一部分 第一次會議提案工作情況
一、提案提交情況
2013年(nian)雙(shuang)代會(hui)第一次會(hui)議,共收到提(ti)案表126份,經提(ti)案委員會(hui)專題(ti)(ti)會(hui)議審議后,歸類整理出64件提(ti)案、31個意見和建議、5個不(bu)立案議題(ti)(ti)。
具(ju)體(ti)情(qing)況如下:(一(yi)(yi))對符(fu)合(he)(he)(he)黨和國家政策(ce)法(fa)規(gui),學校(xiao)(xiao)(xiao)(xiao)有(you)(you)(you)條(tiao)(tiao)件(jian)辦理(li),又確(que)實需(xu)要辦理(li)的(de)(de)(de)(de)(de)提(ti)(ti)案(an),提(ti)(ti)案(an)委(wei)員會將80個(ge)議(yi)題(ti)(ti)整理(li)合(he)(he)(he)并為(wei)(wei)64個(ge)正(zheng)式提(ti)(ti)案(an);(二(er))對一(yi)(yi)些不(bu)(bu)(bu)(bu)符(fu)合(he)(he)(he)立(li)(li)(li)(li)案(an)要求但有(you)(you)(you)參考價值的(de)(de)(de)(de)(de)提(ti)(ti)案(an),提(ti)(ti)案(an)委(wei)員會將41個(ge)議(yi)題(ti)(ti)匯總整理(li)為(wei)(wei)31個(ge)意見和建議(yi),匯總后(hou)轉(zhuan)送有(you)(you)(you)關(guan)職能部門(men),逐條(tiao)(tiao)向提(ti)(ti)案(an)人(ren)回復;(三(san))對屬于(yu)(yu)(yu)個(ge)人(ren)問題(ti)(ti)提(ti)(ti)案(an)、或提(ti)(ti)出的(de)(de)(de)(de)(de)問題(ti)(ti)正(zheng)確(que),但已經解(jie)決的(de)(de)(de)(de)(de)提(ti)(ti)案(an),以(yi)及一(yi)(yi)時沒有(you)(you)(you)條(tiao)(tiao)件(jian)解(jie)決的(de)(de)(de)(de)(de),可向提(ti)(ti)案(an)人(ren)做出解(jie)釋的(de)(de)(de)(de)(de)提(ti)(ti)案(an),則不(bu)(bu)(bu)(bu)予立(li)(li)(li)(li)案(an)。(四(si))5個(ge)不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)議(yi)題(ti)(ti):第(di)(di)一(yi)(yi),關(guan)于(yu)(yu)(yu)為(wei)(wei)來深探望子女的(de)(de)(de)(de)(de)父母提(ti)(ti)供(gong)臨時住所的(de)(de)(de)(de)(de)建議(yi)。不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)原(yuan)(yuan)因(yin)(yin):學校(xiao)(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)(xiao)區設有(you)(you)(you)招待(dai)所,可以(yi)滿足需(xu)求;第(di)(di)二(er),關(guan)于(yu)(yu)(yu)建議(yi)學校(xiao)(xiao)(xiao)(xiao)為(wei)(wei)各二(er)級(ji)學院單位(wei)配備急救箱的(de)(de)(de)(de)(de)提(ti)(ti)案(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)原(yuan)(yuan)因(yin)(yin):急救工作(zuo)涉及面廣,針對性強,需(xu)要有(you)(you)(you)資質(zhi)的(de)(de)(de)(de)(de)醫護人(ren)員正(zheng)確(que)規(gui)范操作(zuo),建議(yi)將突(tu)發情(qing)況及時報(bao)告(gao)醫務室(shi)或校(xiao)(xiao)(xiao)(xiao)外(wai)醫療機構處置;第(di)(di)三(san),關(guan)于(yu)(yu)(yu)清(qing)理(li)辦公室(shi)毀壞桌(zhuo)椅的(de)(de)(de)(de)(de)提(ti)(ti)案(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)原(yuan)(yuan)因(yin)(yin):無明(ming)確(que)地點;第(di)(di)四(si),關(guan)于(yu)(yu)(yu)修剪學校(xiao)(xiao)(xiao)(xiao)內路邊(bian)的(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)提(ti)(ti)案(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)原(yuan)(yuan)因(yin)(yin):屬于(yu)(yu)(yu)明(ming)喆物業(ye)綠(lv)化(hua)管理(li)日(ri)常(chang)工作(zuo);第(di)(di)五,關(guan)于(yu)(yu)(yu)校(xiao)(xiao)(xiao)(xiao)門(men)增加校(xiao)(xiao)(xiao)(xiao)區標識,設計考慮建筑風水(shui)的(de)(de)(de)(de)(de)提(ti)(ti)案(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)(li)案(an)原(yuan)(yuan)因(yin)(yin):不(bu)(bu)(bu)(bu)符(fu)合(he)(he)(he)一(yi)(yi)事一(yi)(yi)議(yi)原(yuan)(yuan)則,其中一(yi)(yi)事提(ti)(ti)法(fa)亦不(bu)(bu)(bu)(bu)妥當。

二、提案受理情況
在落(luo)實提案辦(ban)理的過程(cheng)中,學(xue)校工會(hui)(hui)多次召開提案工作委員(yuan)會(hui)(hui)會(hui)(hui)議,及時與有(you)關的職(zhi)能部門進行溝通,完成(cheng)提案處理落(luo)實工作。
64件提案(an)涉及到(dao)教學(xue)、科研、學(xue)生(sheng)、人事(shi)、行(xing)政教輔、生(sheng)活服務及其它等(deng)(deng)7個方面。其中“(一)制作佩戴校徽;(二(er))開設“書院論(lun)壇”;(三)推進解(jie)決教職(zhi)工(gong)(gong)集(ji)資款;(四)進一步完(wan)善校園無線網絡覆蓋;(五)新增校區電瓶車、方便師(shi)生(sheng)員工(gong)(gong)出行(xing)”等(deng)(deng)5件提案(an)確定為(wei)2013年度學(xue)校為(wei)教職(zhi)工(gong)(gong)辦理的(de)實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案(an)委(wei)員會(hui)(hui)(hui)是(shi)雙(shuang)代(dai)會(hui)(hui)(hui)提(ti)(ti)案(an)落實的(de)(de)最基本的(de)(de)工作(zuo)組織。本著“提(ti)(ti)醒(xing)重(zhong)視,溝通(tong)交流,推(tui)動進程(cheng)”的(de)(de)工作(zuo)原(yuan)則,對與多部門(men)(men)相關(guan)的(de)(de)提(ti)(ti)案(an),注(zhu)重(zhong)組織協調;對常規(gui)提(ti)(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來,在校分(fen)管領導的(de)(de)指(zhi)導、各部門(men)(men)支持、以及全體委(wei)員和(he)校工會(hui)(hui)(hui)共同努力下(xia),較好地(di)履行了職責,順利地(di)完(wan)成了工作(zuo)任務(wu)。
1.做好提案宣傳工(gong)作,使(shi)廣大教職工(gong)和雙(shuang)代會(hui)代表加(jia)深對提案價值的認識:即提案是雙(shuang)代會(hui)廣泛聯系群眾、集中群眾智慧、吸引教職工(gong)參(can)與學校民主管理和民主監督的一個重要途徑。
2.保證提案調研時間。嚴(yan)格執行雙代(dai)會相(xiang)關規(gui)定,督促代(dai)表樹立群眾(zhong)意識(shi),平(ping)時注意群眾(zhong)反映,為提案準備信息資源(yuan),及時反映教職工的意見和建議。
3.準確把(ba)握提(ti)案的(de)立(li)案。凡(fan)是(shi)按要(yao)求提(ti)交的(de)提(ti)案表(biao),原(yuan)則上都(dou)予以立(li)案。對(dui)于沒有(you)立(li)案的(de)提(ti)案,即使(shi)是(shi)個案或建議,本(ben)著實事求是(shi)的(de)態度(du)認(ren)真對(dui)待(dai)和處(chu)理。
4.不斷提高提案(an)辦理的質量(liang)。一(yi)是規范提案(an)辦理的程序;二是加大督(du)辦的力度,跟蹤落實,確保能解(jie)決(jue)的問題(ti)及時(shi)解(jie)決(jue)。一(yi)些因(yin)客觀原(yuan)因(yin)一(yi)時(shi)做(zuo)不到的,則(ze)做(zuo)好解(jie)釋(shi)工作(zuo),真正做(zuo)到案(an)案(an)有回音(yin),件件有交(jiao)待。
5.推動(dong)承辦(ban)單(dan)位實施“一把(ba)手”工程(cheng),確(que)保交(jiao)出滿意“答卷”。在(zai)提(ti)案辦(ban)理(li)過程(cheng)中,絕大多數承辦(ban)單(dan)位一把(ba)手親自負(fu)(fu)責,親自過問,從嚴要求、從快辦(ban)理(li),表現(xian)出對學校事業(ye)高度(du)負(fu)(fu)責的態度(du)。人(ren)(ren)事處(chu)承辦(ban)提(ti)案14件(jian)(jian)、意見和建(jian)議(yi)5個;后(hou)勤基建(jian)處(chu)承辦(ban)提(ti)案11件(jian)(jian)、意見和建(jian)議(yi)12個。此類提(ti)案大多是民生話題,直接(jie)關(guan)系(xi)到師生員工的切身(shen)利益。在(zai)接(jie)到提(ti)案后(hou),兩(liang)個部門(men)負(fu)(fu)責人(ren)(ren)分(fen)別帶(dai)領(ling)有關(guan)人(ren)(ren)員,認真分(fen)析(xi)原因,限時辦(ban)理(li),并加強與提(ti)案人(ren)(ren)溝(gou)通,爭取提(ti)案人(ren)(ren)的理(li)解(jie)和支(zhi)持。
至(zhi)2013年(nian)底,在(zai)各承辦部門的(de)大力(li)支持和配(pei)合下,已全部答復提案人。承諾為教(jiao)職(zhi)員工辦的(de)年(nian)度(du)5件實事中,書院(yuan)論壇開始(shi)運作;電瓶車新增了3輛;校(xiao)(xiao)徽(hui)在(zai)進(jin)一(yi)(yi)步(bu)的(de)改進(jin);校(xiao)(xiao)園無線網絡(luo)在(zai)進(jin)一(yi)(yi)步(bu)的(de)完(wan)善;教(jiao)職(zhi)工集資款這一(yi)(yi)歷史遺留(liu)問(wen)題(ti)正在(zai)處(chu)理中,學(xue)校(xiao)(xiao)一(yi)(yi)如既往積極與上海思博職(zhi)業技術(shu)學(xue)院(yuan)聯系,責成校(xiao)(xiao)內(nei)有(you)關公司(si)按公司(si)法(fa)合法(fa)、合理、合情地予(yu)以解決。3月20日,上海思博職(zhi)業技術(shu)學(xue)院(yuan)黨(dang)政主要領導帶隊來(lai)校(xiao)(xiao)尋(xun)求解決途(tu)徑。我們將繼續跟蹤推進(jin),確保教(jiao)職(zhi)工的(de)合法(fa)權益。
綜上(shang)所述,上(shang)次(ci)會議64件(jian)提案中,不宜(yi)采(cai)用和(he)難以落(luo)實(shi)的(de)共10項,占15.6%;其余54件(jian),已經(jing)落(luo)實(shi)和(he)正在(zai)落(luo)實(shi)的(de)48件(jian),占75.0%;還有正在(zai)論證(zheng),經(jing)過努(nu)力可以完成的(de)6件(jian),占9.4%。
提(ti)(ti)(ti)案(an)(an)委員會向提(ti)(ti)(ti)案(an)(an)人發出(chu)《提(ti)(ti)(ti)案(an)(an)反饋意(yi)見評價(jia)表(biao)》,對職能部門(men)承辦的(de)64個(ge)提(ti)(ti)(ti)案(an)(an)給出(chu)“滿意(yi)”、“不滿意(yi)”、“無(wu)所謂”的(de)評價(jia)意(yi)見。統計(ji)結果為(wei):2個(ge)提(ti)(ti)(ti)案(an)(an)被評“無(wu)所謂”,5個(ge)提(ti)(ti)(ti)案(an)(an)被評“不滿意(yi)”,57個(ge)提(ti)(ti)(ti)案(an)(an)都(dou)被評為(wei)“滿意(yi)”,提(ti)(ti)(ti)案(an)(an)反饋意(yi)見的(de)滿意(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工作與(yu)過去相比有進步,但仍然存在一些問題和不足。
1.個別提案承辦(ban)(ban)(ban)部(bu)門對所辦(ban)(ban)(ban)理的(de)提案重視程(cheng)度不夠,辦(ban)(ban)(ban)理過程(cheng)拖(tuo)拉,辦(ban)(ban)(ban)理質(zhi)量不高(gao)。
2.雙代會代表提(ti)案工作水平有(you)待提(ti)高,特別是提(ti)案撰寫比(bi)較集(ji)中(zhong)民(min)生福(fu)利,而對學校發展大(da)局關注度不(bu)夠。
針對存在(zai)(zai)的(de)問題,我們(men)提(ti)出改進工(gong)作的(de)措施:(1)加(jia)強與提(ti)案承辦(ban)部門溝通(tong),提(ti)升他們(men)對提(ti)案落實工(gong)作重要(yao)性的(de)認識(shi);(2)在(zai)(zai)可能(neng)的(de)條件(jian)下,對雙代會(hui)代表(biao)進行提(ti)案方面(mian)的(de)培訓學習(xi),提(ti)高提(ti)案工(gong)作水平(ping)。
六、總結表彰
經工(gong)會(hui)委員會(hui)評選,2013年度4個“優秀提(ti)案”和2個“提(ti)案承辦先(xian)進單位(wei)”分別(bie)是:
第(di)一,鄭永森、張(zhang)臻、蘇(su)文代(dai)(dai)表(biao)提(ti)(ti)出的“開(kai)設‘書院(yuan)講(jiang)壇’,推進書院(yuan)制(zhi)改革(ge)和文化(hua)育人工作”;第(di)二,麻(ma)小紅、魯林華、施(shi)蓓、朱(zhu)方來、鮑(bao)薇(wei)(wei)薇(wei)(wei)、邱浩、肖景文、王(wang)群(qun)、張(zhang)雷代(dai)(dai)表(biao)提(ti)(ti)出的“公布學(xue)校教師集資(zi)款運營狀態(tai)”;第(di)三,郭剛(gang)、吳鋒、余菲、李放、尹向東、陳燕代(dai)(dai)表(biao)提(ti)(ti)出的“將無線網絡覆蓋整個校區”;第(di)四,袁述義、楊燕云、文小龍代(dai)(dai)表(biao)提(ti)(ti)出的“制(zhi)作佩戴校徽”。
2013年度2個(ge)“提案(an)承辦先進單位”分別是人事處、后勤基(ji)建處。
第二部分:本次雙代會提案和建議情況報告
按(an)照(zhao)學校(xiao)《教職工(gong)代表大會(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)的(de)有關規(gui)定,校(xiao)工(gong)會(hui)(hui)于今年3月初(chu)向(xiang)學校(xiao)提交(jiao)了“關于召開第(di)五屆(jie)教代會(hui)(hui)暨第(di)六屆(jie)工(gong)代會(hui)(hui)第(di)二次會(hui)(hui)議的(de)請(qing)示(shi)”,并于3月14日得到校(xiao)黨委批(pi)復,啟動大會(hui)(hui)的(de)籌備程序,給各分(fen)工(gong)會(hui)(hui)發(fa)出了向(xiang)代表征集提案的(de)通知。代表們圍繞學校(xiao)發(fa)展、人事制(zhi)度改(gai)革以及教職工(gong)所關心的(de)問題,認真思(si)考(kao),深(shen)入(ru)調研,廣泛聽(ting)取意見(jian),負責任(ren)地(di)提交(jiao)每一個提案。
截至3月25日,本次雙代(dai)會共收到99份提(ti)案(an)表(biao)(biao)(見附件2)。分為教學、科研、學生、人事、行政教輔(fu)、生活服務及(ji)其它等方面。會后,提(ti)案(an)工作(zuo)委員會將本著務實(shi)革(ge)新精神,對(dui)代(dai)表(biao)(biao)們(men)提(ti)出的提(ti)案(an)進行歸類整理,認真(zhen)討論研究(jiu)是(shi)否(fou)立案(an),同時送校領導(dao)批示(shi),提(ti)交相關職能部門落實(shi)辦理。
