第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)(hui)(hui)第一(yi)次會(hui)(hui)(hui)議,共收到提(ti)案表126份(fen),經提(ti)案委員會(hui)(hui)(hui)專題(ti)會(hui)(hui)(hui)議審議后(hou),歸(gui)類整理出64件(jian)提(ti)案、31個(ge)意見(jian)和建議、5個(ge)不立案議題(ti)。
具體情況(kuang)如下:(一(yi)(yi)(yi))對(dui)符(fu)合(he)(he)黨和國家(jia)政策(ce)法規,學(xue)(xue)(xue)校(xiao)有(you)(you)條件辦理,又(you)確(que)(que)實需要(yao)辦理的提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將(jiang)80個(ge)(ge)議(yi)題(ti)整理合(he)(he)并為64個(ge)(ge)正(zheng)式提(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對(dui)一(yi)(yi)(yi)些不(bu)(bu)(bu)(bu)符(fu)合(he)(he)立(li)(li)案(an)(an)(an)(an)(an)要(yao)求(qiu)但(dan)有(you)(you)參(can)考價(jia)值(zhi)的提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將(jiang)41個(ge)(ge)議(yi)題(ti)匯總整理為31個(ge)(ge)意見(jian)和建議(yi),匯總后轉送有(you)(you)關(guan)職能部門,逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人回(hui)復;(三)對(dui)屬(shu)于(yu)(yu)(yu)個(ge)(ge)人問題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)出的問題(ti)正(zheng)確(que)(que),但(dan)已經解(jie)決(jue)(jue)的提(ti)(ti)(ti)案(an)(an)(an)(an)(an),以(yi)及一(yi)(yi)(yi)時(shi)沒有(you)(you)條件解(jie)決(jue)(jue)的,可向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人做出解(jie)釋的提(ti)(ti)(ti)案(an)(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)(bu)予立(li)(li)案(an)(an)(an)(an)(an)。(四)5個(ge)(ge)不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)議(yi)題(ti):第(di)(di)一(yi)(yi)(yi),關(guan)于(yu)(yu)(yu)為來深(shen)探望子(zi)女的父(fu)母提(ti)(ti)(ti)供臨時(shi)住所的建議(yi)。不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:學(xue)(xue)(xue)校(xiao)西麗湖(hu)校(xiao)區設(she)有(you)(you)招待所,可以(yi)滿足需求(qiu);第(di)(di)二(er),關(guan)于(yu)(yu)(yu)建議(yi)學(xue)(xue)(xue)校(xiao)為各(ge)二(er)級學(xue)(xue)(xue)院單位配備急救箱的提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工作(zuo)涉及面(mian)廣,針對(dui)性強,需要(yao)有(you)(you)資質的醫(yi)護(hu)人員正(zheng)確(que)(que)規范操作(zuo),建議(yi)將(jiang)突發情況(kuang)及時(shi)報(bao)告(gao)醫(yi)務室(shi)或(huo)校(xiao)外醫(yi)療(liao)機構處置;第(di)(di)三,關(guan)于(yu)(yu)(yu)清(qing)理辦公室(shi)毀壞桌椅(yi)的提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:無明確(que)(que)地點;第(di)(di)四,關(guan)于(yu)(yu)(yu)修剪學(xue)(xue)(xue)校(xiao)內路邊的樹枝的提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬(shu)于(yu)(yu)(yu)明喆物業綠化管理日常工作(zuo);第(di)(di)五,關(guan)于(yu)(yu)(yu)校(xiao)門增加(jia)校(xiao)區標識,設(she)計(ji)考慮建筑風水的提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)(bu)(bu)符(fu)合(he)(he)一(yi)(yi)(yi)事一(yi)(yi)(yi)議(yi)原(yuan)(yuan)則(ze),其中一(yi)(yi)(yi)事提(ti)(ti)(ti)法亦不(bu)(bu)(bu)(bu)妥當。

二、提案受理情況
在落(luo)實(shi)提案辦(ban)理的過程中,學校工(gong)會(hui)多次召開(kai)提案工(gong)作(zuo)委員(yuan)會(hui)會(hui)議(yi),及時(shi)與有關的職能部門進行溝通,完(wan)成提案處理落(luo)實(shi)工(gong)作(zuo)。
64件提案涉及(ji)到(dao)教(jiao)學、科(ke)研、學生、人事、行政教(jiao)輔、生活(huo)服務及(ji)其(qi)它等(deng)7個方面。其(qi)中“(一)制作佩戴校(xiao)(xiao)徽;(二)開設“書院論壇”;(三)推進解決教(jiao)職工(gong)集資款;(四)進一步完善校(xiao)(xiao)園無(wu)線(xian)網絡覆蓋;(五(wu))新增校(xiao)(xiao)區電瓶(ping)車、方便師(shi)生員工(gong)出(chu)行”等(deng)5件提案確定為(wei)2013年度學校(xiao)(xiao)為(wei)教(jiao)職工(gong)辦(ban)理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)(an)委(wei)員會(hui)(hui)是雙代會(hui)(hui)提案(an)(an)落實(shi)的(de)最基本的(de)工(gong)作組織(zhi)。本著“提醒(xing)重(zhong)視,溝通交流,推動進程”的(de)工(gong)作原則,對(dui)與(yu)多部門(men)相(xiang)關(guan)的(de)提案(an)(an),注重(zhong)組織(zhi)協調;對(dui)常(chang)規提案(an)(an),逐(zhu)一跟蹤檢查。一年來(lai),在校(xiao)分(fen)管領導的(de)指導、各(ge)部門(men)支持(chi)、以及全體委(wei)員和(he)校(xiao)工(gong)會(hui)(hui)共同努力下,較好(hao)地履行(xing)了職責,順利地完成了工(gong)作任務。
1.做好提案(an)宣傳工作(zuo),使廣大教職工和雙代(dai)會代(dai)表加(jia)深對(dui)提案(an)價值的認識:即(ji)提案(an)是雙代(dai)會廣泛聯(lian)系群眾(zhong)、集(ji)中群眾(zhong)智慧、吸引教職工參與學校民(min)主管理(li)和民(min)主監督的一個重要途徑。
2.保證提(ti)案(an)調研(yan)時間。嚴格執行(xing)雙代會相關規定,督促代表樹(shu)立群(qun)眾意(yi)識,平(ping)時注(zhu)意(yi)群(qun)眾反(fan)映,為提(ti)案(an)準備信息(xi)資源,及時反(fan)映教職工的意(yi)見和建議。
3.準確把握(wo)提案(an)(an)(an)的(de)立案(an)(an)(an)。凡是按要求提交的(de)提案(an)(an)(an)表,原則上都(dou)予以立案(an)(an)(an)。對(dui)于沒有立案(an)(an)(an)的(de)提案(an)(an)(an),即使是個案(an)(an)(an)或建(jian)議,本著實事求是的(de)態度認真對(dui)待和處理。
4.不斷(duan)提高提案(an)(an)(an)辦(ban)(ban)理(li)的質量。一是規范提案(an)(an)(an)辦(ban)(ban)理(li)的程序;二是加(jia)大督辦(ban)(ban)的力度,跟蹤落實,確保能解(jie)(jie)決的問題及時(shi)解(jie)(jie)決。一些(xie)因客觀原因一時(shi)做(zuo)不到的,則做(zuo)好解(jie)(jie)釋工(gong)作,真正做(zuo)到案(an)(an)(an)案(an)(an)(an)有(you)回(hui)音(yin),件件有(you)交(jiao)待(dai)。
5.推動(dong)承(cheng)辦(ban)(ban)(ban)單位實施“一把手(shou)”工程,確(que)保交出滿意“答卷”。在提(ti)案(an)(an)辦(ban)(ban)(ban)理(li)過程中,絕大(da)多數承(cheng)辦(ban)(ban)(ban)單位一把手(shou)親自負(fu)責(ze)(ze),親自過問,從嚴要(yao)求、從快辦(ban)(ban)(ban)理(li),表現出對學(xue)校(xiao)事(shi)業高度負(fu)責(ze)(ze)的態度。人(ren)事(shi)處承(cheng)辦(ban)(ban)(ban)提(ti)案(an)(an)14件(jian)、意見和(he)建(jian)(jian)(jian)議(yi)5個;后(hou)(hou)勤基(ji)建(jian)(jian)(jian)處承(cheng)辦(ban)(ban)(ban)提(ti)案(an)(an)11件(jian)、意見和(he)建(jian)(jian)(jian)議(yi)12個。此類提(ti)案(an)(an)大(da)多是民生(sheng)話題(ti),直接關系到(dao)師生(sheng)員工的切身利益。在接到(dao)提(ti)案(an)(an)后(hou)(hou),兩個部門負(fu)責(ze)(ze)人(ren)分別帶領有關人(ren)員,認真分析原因(yin),限時辦(ban)(ban)(ban)理(li),并加強(qiang)與提(ti)案(an)(an)人(ren)溝通,爭取(qu)提(ti)案(an)(an)人(ren)的理(li)解和(he)支持(chi)。
至2013年底,在(zai)各承辦部門的(de)(de)大力支持和配合(he)下,已全部答復(fu)提案人。承諾為教職(zhi)員工(gong)(gong)辦的(de)(de)年度(du)5件(jian)實(shi)事中(zhong),書院(yuan)(yuan)論壇開始運作;電瓶車新增了3輛(liang);校徽在(zai)進一步(bu)的(de)(de)改進;校園無線網(wang)絡在(zai)進一步(bu)的(de)(de)完善;教職(zhi)工(gong)(gong)集資款(kuan)這一歷史(shi)遺留問題(ti)正在(zai)處理中(zhong),學(xue)校一如(ru)既往積極與上海思(si)博(bo)職(zhi)業(ye)(ye)技(ji)(ji)術學(xue)院(yuan)(yuan)聯系,責(ze)成校內有關公(gong)司(si)按公(gong)司(si)法合(he)法、合(he)理、合(he)情地予以解(jie)(jie)決(jue)。3月20日,上海思(si)博(bo)職(zhi)業(ye)(ye)技(ji)(ji)術學(xue)院(yuan)(yuan)黨政主要領導(dao)帶隊(dui)來校尋(xun)求解(jie)(jie)決(jue)途徑(jing)。我們將繼續跟蹤(zong)推進,確(que)保教職(zhi)工(gong)(gong)的(de)(de)合(he)法權益。
綜上(shang)所述(shu),上(shang)次會(hui)議(yi)64件(jian)提案中,不宜采用(yong)和難以落(luo)實的(de)共(gong)10項,占15.6%;其余54件(jian),已經(jing)落(luo)實和正(zheng)在落(luo)實的(de)48件(jian),占75.0%;還有正(zheng)在論證,經(jing)過努(nu)力可(ke)以完成的(de)6件(jian),占9.4%。
提(ti)(ti)案委員會向提(ti)(ti)案人發出(chu)《提(ti)(ti)案反饋(kui)意(yi)(yi)(yi)(yi)見評(ping)價表(biao)》,對職能(neng)部門承辦的(de)64個提(ti)(ti)案給出(chu)“滿意(yi)(yi)(yi)(yi)”、“不滿意(yi)(yi)(yi)(yi)”、“無(wu)所(suo)謂(wei)”的(de)評(ping)價意(yi)(yi)(yi)(yi)見。統計(ji)結果為:2個提(ti)(ti)案被評(ping)“無(wu)所(suo)謂(wei)”,5個提(ti)(ti)案被評(ping)“不滿意(yi)(yi)(yi)(yi)”,57個提(ti)(ti)案都(dou)被評(ping)為“滿意(yi)(yi)(yi)(yi)”,提(ti)(ti)案反饋(kui)意(yi)(yi)(yi)(yi)見的(de)滿意(yi)(yi)(yi)(yi)度為89.1%。
五、存在問題和今后的打算
提案工(gong)作與過(guo)去相比有進步,但(dan)仍(reng)然存在一些問題和(he)不足(zu)。
1.個別提(ti)案承辦(ban)部門對(dui)所辦(ban)理(li)的(de)提(ti)案重視程(cheng)度不夠,辦(ban)理(li)過程(cheng)拖拉(la),辦(ban)理(li)質量不高。
2.雙代(dai)會代(dai)表提案工作水平(ping)有待提高,特別(bie)是(shi)提案撰寫比較集中民生(sheng)福利,而對學校發(fa)展大局關注度(du)不夠。
針對存在的(de)(de)問題,我們(men)提(ti)(ti)(ti)出改(gai)進工作的(de)(de)措(cuo)施:(1)加(jia)強與(yu)提(ti)(ti)(ti)案(an)承辦(ban)部門溝(gou)通,提(ti)(ti)(ti)升他們(men)對提(ti)(ti)(ti)案(an)落實工作重要性的(de)(de)認識;(2)在可(ke)能(neng)的(de)(de)條件下(xia),對雙代會代表進行提(ti)(ti)(ti)案(an)方面的(de)(de)培(pei)訓(xun)學習,提(ti)(ti)(ti)高提(ti)(ti)(ti)案(an)工作水平(ping)。
六、總結表彰
經工會(hui)委員(yuan)會(hui)評選,2013年度4個“優(you)秀(xiu)提(ti)案”和2個“提(ti)案承辦先進單位”分別是(shi):
第(di)一,鄭永森、張臻、蘇文代表提出(chu)(chu)(chu)的“開設‘書院講壇’,推進書院制改革和文化育人工作(zuo)”;第(di)二,麻小紅、魯林華(hua)、施蓓、朱方(fang)來、鮑(bao)薇(wei)薇(wei)、邱浩、肖景文、王群、張雷(lei)代表提出(chu)(chu)(chu)的“公(gong)布學(xue)校(xiao)教師集資款運營(ying)狀態(tai)”;第(di)三,郭剛、吳鋒、余菲、李放、尹向東、陳(chen)燕(yan)(yan)代表提出(chu)(chu)(chu)的“將無線網絡覆蓋(gai)整個(ge)校(xiao)區”;第(di)四,袁述義、楊燕(yan)(yan)云、文小龍代表提出(chu)(chu)(chu)的“制作(zuo)佩戴校(xiao)徽(hui)”。
2013年度2個(ge)“提案承辦(ban)先進(jin)單位”分(fen)別是(shi)人事處、后勤(qin)基(ji)建處。
第二部分:本次雙代會提案和建議情況報告
按照(zhao)學(xue)(xue)校(xiao)《教(jiao)職工(gong)(gong)代(dai)(dai)表大會(hui)(hui)(hui)工(gong)(gong)作細(xi)則(ze)》和工(gong)(gong)會(hui)(hui)(hui)的(de)有關規定(ding),校(xiao)工(gong)(gong)會(hui)(hui)(hui)于今年(nian)3月初向學(xue)(xue)校(xiao)提交(jiao)了“關于召開第(di)(di)五屆教(jiao)代(dai)(dai)會(hui)(hui)(hui)暨第(di)(di)六屆工(gong)(gong)代(dai)(dai)會(hui)(hui)(hui)第(di)(di)二次會(hui)(hui)(hui)議的(de)請示(shi)”,并于3月14日得(de)到校(xiao)黨(dang)委批復,啟動大會(hui)(hui)(hui)的(de)籌備(bei)程序,給各分(fen)工(gong)(gong)會(hui)(hui)(hui)發出了向代(dai)(dai)表征(zheng)集提案(an)的(de)通知。代(dai)(dai)表們圍繞(rao)學(xue)(xue)校(xiao)發展、人事制度改革以及教(jiao)職工(gong)(gong)所關心(xin)的(de)問題(ti),認真思考,深入調研(yan),廣泛聽(ting)取意見,負責任(ren)地提交(jiao)每一個提案(an)。
截(jie)至3月25日(ri),本(ben)次雙代會(hui)共(gong)收到99份(fen)提案(an)表(biao)(見附件(jian)2)。分為教(jiao)學、科研(yan)、學生、人事(shi)、行政教(jiao)輔、生活(huo)服(fu)務及其它等方面。會(hui)后,提案(an)工作委(wei)員會(hui)將(jiang)本(ben)著務實(shi)革(ge)新精神,對代表(biao)們提出的提案(an)進(jin)行歸類(lei)整理(li),認真(zhen)討論研(yan)究是否立(li)案(an),同時送校領(ling)導批示,提交相關職(zhi)能部門落實(shi)辦(ban)理(li)。
